Budtender Training in New York requires Responsible Workforce Training (RWT), including at least two hours of employer-provided, activity-specific instruction. A brand presentation alone does not satisfy the requirements.

The New York Office of Cannabis Management (OCM) requires RWT for everyone performing activities under a licensed cannabis business. For dispensary staff, that means state courses plus employer instruction, with paid training time and signed records.

What does Budtender Training in New York require?

OCM identifies four requirements. Use this checklist when planning onboarding:

  • OCM Cannabis Product Safety and Responsibility: a one-hour course covering laws, regulations, health and safety requirements, and OCM resources.
  • Department of Labor Cannabis Workforce Responsibility: a 40-minute course covering labor standards, worker rights and workplace health and safety.
  • Activity-specific training: at least two hours, determined and provided by the employer for the business’s approved activities.
  • Implicit-bias training: determined and provided by the employer.

Workers access the state courses through YouTube. They must sign and date a Training Verification Form and submit it to their employer for recordkeeping.

How should a dispensary schedule and document training?

Start by asking for the store’s written training manual. Retail licensees must keep one available to all workers, including operating, security and safety procedures.

OCM retail guidance requires training under that manual or an authorized worker-certification program. The employee in charge must maintain signed and dated training records within 30 days of hiring.

Schedule required training during normal work hours. Workers must receive their normal pay rate while completing it. Managers should put training on the schedule and collect verification forms, rather than leave staff to watch videos after a shift.

The workforce page does not specify a separate statewide budtender license, a complete training duration, examination, renewal period or fee.

What should staff be ready to handle on the floor?

Required retail instruction covers cannabis history, prohibition and legalization, along with physical effects and recognizing impairment. It also covers responses to overconsumption, safer storage, product labels, cannabis-use-disorder risks and impaired driving. Consumer education and advertising prohibitions belong in the training, too.

Turn those subjects into store procedures staff can actually follow:

  • At the door: inspect identification and establish that the customer is at least 21. Dispensaries cannot sell, deliver or give cannabis to anyone under 21 or visibly intoxicated.
  • At the counter: provide or make available OCM-required consumer-education materials. Those materials cannot make health claims.
  • During product questions: practice explaining label information without making health claims or false or misleading statements.
  • On the premises: do not permit consumption, including smoking or vaping, except at an authorized consumption facility.

Where does optional brand education fit?

Brand education can help staff understand the products buyers put on the shelf. Keep it separate from the mandatory training checklist so a product session never gets mistaken for completed RWT.

New York rules allow budtender samples for educating dispensary staff. They also limit retail advertising specialties, meaning promotional items, to $200 annually per brand. Sample permissions do not override the restriction on consumption inside a dispensary.

For a brand visit or event, prepare label-based product information and review promotional materials beforehand. Marketing cannot make health claims, appeal to people under 21 or use false or misleading claims.
